Description

Based on the policies of the Chinese Mainland, Hong Kong and Macao and the regional characteristics of the Hong Kong-Zhuhai-Macao Bridge as “one bridge connecting the three places and leading to the world”, the import, export and circulation of traditional cross-border goods are standardized and informalized to form the “people, vehicles, goods” and “ports, terminals, warehouses” into an organic whole in the process of cross-border commerce and trade; a cross-border commercial intelligent logistics system with “system+standard+specification” as the core content is established by algorithmizing the rules, managing processes, and standardizing operations in cross-border logistics to eliminate the drawbacks of large customs clearance uncertainty and low energy efficiency of the entire logistics process in traditional cross-border trade models and achieve regular truck routes of cross-border trade logistics in the Guangdong-Hong Kong-Macao Greater Bay Area.

In the field of customs information, the standardized interface for information transmission between enterprises has been developed, the full systematization of the whole process of data transmission has been achieved, and the inspection and judgment system for the standard declaration of enterprise data has been established, and the cleanliness of customs data has been continuously improved. In the field of means of transport, an entry point for cross-boundary drivers from Hong Kong and Macao has been set up to standardize and restrain the behavior of practitioners; an intelligent transportation scheduling algorithm for cross-border commerce has been set up to make scientific arrangements for different conditions of vehicles; the entrance of transportation and towing business has been set up to refine the proportion of storage containers in each station and warehouse. In the field of infrastructure, customs supervision requirements are tabulated, and a coordination mechanism is established with local electronic ports to achieve efficient data transmission. The information transformation of the warehouse end has been completed, and a unified warehouse management system serving the requirements of rapid customs clearance has been established.

Key data

The project has achieved good commercial and social benefits, optimized the industry norm of traveling between Zhuhai and Macao every 22 hours and between Zhuhai and Hong Kong every 32 hours to a maximum of 4 trips and 3 trips between Zhuhai and Hong Kong within 24 hours, which greatly improved the energy efficiency of cross-border transportation among Guangdong, Hong Kong and Macao.

Empowered by the cross-border business intelligent logistics system, the Bay Area Group has achieved leap-forward development in just four years, completing the first 10 billionyuan of cross-border e-commerce in Zhuhai in 14 months and the first 20 billion yuan in 20 months. From July 2020 to June 2023, a total of 32 billion yuan of cross-border e-commerce import and export volume was completed, accounting for nearly 80% of the total amount in Zhuhai City.

Residents of Macao and Hong Kong have ended their history of being unable to receive the e-commerce packages from Chinese Mainland during the Spring Festival, and the project has received praise from residents of Hong Kong and Macao.

Innovation point

By using standardization and informatization methods, with algorithms and norms as the starting point, and replacing human brain judgment with big data algorithm decision-making in the middle platform, coordinated scheduling, organic linkage, and overall solution were achieved, breaking through the pain points in the traditional mode of cross-border commercial logistics and improving the energy efficiency of cross-border transportation in Guangdong, Hong Kong, and Macao.
