Description

With the start of the relocation of the sub-center, the “urban ills” has become problems of keen concern to the people that aroused the general interest of all walks of life. To effectively solve this problem, Tongzhou District officially launched the construction and implementation of a series of new intelligent city projects in 2018. It follows the construction concept of “internal and external improvement+science and technology first”. The external improvement focuses on the upgrading of infrastructure and transportation facilities in the district while the internal improvement highlights the building of the urban management command center of Tongzhou District as the “brain” of intelligent city management.

The construction is mainly divided into three parts: The first is the external construction, which is mainly upgrading of transportation infrastructure. It is put into two phases from the inside out. The equipment and facilities of the signal-light-controlled intersections within 155 square kilometers of the sub-center are upgraded and renovated first and the signal-light-controlled intersections within 751 square kilometers of the peripheral expansion areas are built, upgraded, and renovated next. The second is the internal improvement. Emphasis is laid on the construction of the “brain” of the new intelligent city management, namely the urban management command center of Tongzhou District. It is realized through three steps from optimizing the infrastructure of Tongzhou Urban Management Command Center and building an urban management command platform to upgrading 3D visualization. The third is the optimization of the signal strategy. To bring the upgraded and renovated traffic equipment in the external construction into full play, Tongzhou District uniformly deployed the intelligent signal control center platform system to implement centralized control of all signal machines and signal lights. Meanwhile, a large number of advanced intelligent signal control theories and solutions in the industry were introduced into Tongzhou to realize the comprehensive upgrade of the intelligent signal system for coping with high traffic pressure brought about by the relocation of the sub-center.

In the future, Tongzhou District will continue to strengthen the construction of intelligent cities and informatization and intelligent urban management to promote the establishment of new urban comprehensive governance mechanisms and models.

Key Data

Tongzhou Intelligent Management Platform integrates 60 types of data like signals, illegal activities, heat supply, and so on, and accesses 4,778 monitoring equipment, 520 system signal machines, 287 sanitation vehicles, 6,770 street lights, 377 street light box-type substations, and 730 public bicycles stations, and other IoT devices. It has identified 650,000 cases of prohibition and restriction of large trucks and illegal parking, 230,000 cases of ecological environment destruction, and more than 5,000 cases of violations of muck trucks.

The average speed of vehicles in the core area of 155 square kilometers in the sub-center of Beijing has increased by 15.6%, and the average travel time on the seven urban arterial roads has been shortened by 32.5%.

Status Quo/Progress

In March 2022, the Intelligent City Planning of the Sub-Center of Beijing (Tongzhou District) for the “14th Five-Year Plan” Period was issued. A number of major projects will be planned around the construction of “four demonstration areas” in the future. Focusing on future industrial development, several breakthrough scenarios will be designed innovatively and the construction of 28 demonstration benchmark projects and 1 set of standard systems will be completed.

Innovation Point

The project completed the construction of the Beijing Sub-center Operation Support Center, realized the interconnection of various subsystems in the whole region, and truly completed the data sharing of each vertical business system. Through the bottom-level big data analysis and the upper-level visual display, it can provide reliable support for decision-making and command. Meanwhile, it completed the first unified signal control system in a whole district of Beijing and realized the joint control of all intersections in the district. With the comprehensive application of nearly 20 signal control methods, it realized the three-dimensional signal control strategy optimization application covering “point”, “line”, and “network.”
