CASE DESCRIPTION

From May 27, 2021, Binhai New Area Transportation Bureau (as the leader) works with various technology service providers (as the participants) to put forward the preliminary idea of building a port-connecting platform (Tianjin Port Whole Industry Chain Logistics Digital Intelligence Project).

By taking the port business pain point (secondary storage yard) as the entry point, the project connects the business flow and data flow channels from port to short barge transportation to secondary storage yard to trunk transportation and to factory/place of origin, and builds the whole transport flow scenario of Tianjin Port to achieve the virtuous circle of ITS, green freight, business cost reduction, transportation efficiency improvement, terminal throughput improvement, shipping industry agglomeration and traffic congestion reduction.

The project cooperates with the Transport Global Practice of the World Bank and the iCET (Innovation Center for Energy and Transportation) to establish a low-carbon logistics platform. Through the intelligent platform of port-connecting logistics, the operation will be leveled and the transportation capacity will be improved; clean energy vehicles are introduced to reduce carbon emissions in functional areas.

At present, Tianjin Free Trade Zone (Lin-Gang) does not have the functions of empty container yard and congregation of goods in port, and the transportation in this process needs to move back and forth between Tianjin Free Trade Zone (Lin-Gang) and Tianjin Port, and the transport routes mainly include picking up container, congregation of goods in port, picking up empty container and returning empty container. This part of transportation adopts automobile transport mode.

In order to reduce the overall transportation cost and give full play to the port resources of Tianjin Free Trade Zone (Lin-Gang), the barge function from Lin-Gang area to new port is opened. Achieve the purpose of improving efficiency, reducing costs, saving energy and reducing emissions.

KEY DATA

From January to August of 2021, the cumulative throughput of Tianjin Port is 13.48 million TEU, and it is estimated that there will be more than 20 million TEU over the year. According to the transport frequency of 5 times/day, the theoretical demand of vehicles is about 7,700. Because of low transportation efficiency, leveling operation cannot be achieved. At present, there are 14,654 vehicles involved in short distance transport, which wastes a lot of vehicle resources.

After the implementation of the plan:

① Increase transportation frequency: Realize the leveling of operation and increase the transportation capacity. The transportation frequency of each vehicle is increased from 5 times/day to 7 times/day.

② Carbon emission reduction: Under the current throughput, about 5,500 vehicles are needed for the transportation. In the future, the throughput will reach 30 million TEU/ year, and about 7,900 vehicles will be needed. The transport distance is set as 10km/ round trip. The annual transportation volume is 7,900 vehicles *10km*7 times/day *365 days = 201.845 million kilometers. The total oil consumption is about 90.83 million liters, and the annual carbon emission is 238,883.56 tons. By introducing clean energy vehicles, the target emission reduction is 238,884 tons/year.

The amount of containers transported by vehicle from Tianjin Port to Lin-Gang is about 500 containers/day, the total throughout is about 182,500 containers/year. The transportation distance is about 60km/round trip. The annual transportation distance is 10.95 million kilometers. The total oil consumption is about 4,927,500 liters. The carbon emission is about 12,959 tons/year.

After barges are introduced for transportation, each barge will be loaded with 100 containers. The annual transportation distance is about 109,500 kilometers, and the total oil consumption is about 1,095,000 kg. The carbon emission is about 3,350 tons/year. Carbon emission reduction will be 9,609 tons/year.

CURRENT PROGRESS

At present, the project has completed the preliminary investigation, and gathered leading enterprises including G7, Taiwei (Tianjin) Co., Ltd., Best Inc., Jumeng Gongjiang, Didi Freight and TuSimple to establish an industrial alliance. Form a preliminary technical solution and cooperate with the Transport Global Practice of the World Bank and the iCET to build a "low-carbon logistics platform".

Reach agreement with Binhai Industry Fund on equity structure and cooperation with China Transport Telecommunications & Information Center.

On September 2, 2021, we communicated with Tianjin Port Group. Next, both sides will analyze and promote solutions comprehensively.

INNOVATION POINT

① Take the pain point of port business (secondary storage yard) as the entry point to realize the whole process participation of upstream and downstream parties along the industrial chain, and achieve the whole process visualization of logistics and the leveling of operations through the information platform. Apply clean energy vehicles to achieve emission reduction targets. Finally, ITS and green freight will be realized.

② Give full play to the port resources of Tianjin Free Trade Zone (Lin-Gang), optimize the short-distance barge mode for containers between the two ports, and open barge transportation to achieve the goals of improving efficiency, reducing costs, saving energy and reducing emissions.
