Abstract

As an emerging technology, autonomous driving has brought unprecedented impact and challenges to current laws, regulations and industrial policies. Countries around the world are vying for the right to speak in the formulation of relevant standards and regulations. The US, the EU, Japan, and China are speeding up the layout and development of autonomous driving, which is inseparable from the escort of corresponding laws, regulations, and regulatory policies.

In this regard, the report studies relevant laws, regulations, and policies of autonomous driving industry in typical countries and regions worldwide. The common policies of the US, Germany, France, Britain, Japan, and China are summarized through comparison. To be specific, all countries grant legitimate status with corresponding rights to autonomous driving vehicles and the overall guiding principles as well as the legal contents are similar. Meanwhile, after comparing the strategy and planning, investment and taxation, and supporting industrial policies of major countries, it is concluded that the policy support of these countries vary and autonomous driving has become a global competition.

In addition, analysis is made on the status quo of the development of relevant policies and industries in Beijing to put forward targeted suggestions from the optimization of subway transfer connections, the promotion of autonomous taxi road tests, and the innovative development of the autonomous driving industry, hoping to seize the opportunity of hosting the Olympic Winter Games to show the capabilities of autonomous driving of China and lead the development of autonomous driving industry in China.
