Abstract

With the rise of the sharing economy and the advent of the big data era, shared bicycles have become an important part of the urban public transport system. However, shared bicycles not only link the “last mile” of travel and meet the green travel needs of urban residents but also bring negative externalities such as random parking of vehicles, disorderly competition of enterprises and information security risks. To solve these problems, joint efforts of the government, the shared bicycle companies, and the public are needed.

The report introduces the governance of shared bicycles in Beijing. After studying the status quo of the operation services, service areas, fund collection management and policies of the shared bicycle market of Beijing, it is believed that there are some problems in the government management and operators of shared bicycles in Beijing. The main problems of the government are reflected in the absence of norms, incomplete mechanisms and improper supervision. The problems of the operators are reflected in poor operating ability, ignorance of market demand, high investment risk and low degree of user supervision.

Finally, the report puts forward the policy and path to promote the governance of shared bicycles that the government, enterprises, and users should collaborate to build an orderly environment for shared bicycles. The first is to restrict user behavior through real-name information authentication and establishment of reward and punishment mechanisms and strengthen lease management. The second is to speed up the construction of the credit reporting information sharing platform, the management information sharing platform, and the payment sharing platform, and strengthen industry supervision. The third is to promote collaboration of the government and enterprises to regulate the order of the industry. The fourth is to learn from the model of the parking lot to bring the role of shared bicycles in linking the “last mile” into full play.
