With the application of Weifang finance department, the construction of the Taxi on-board Information Management System was completed.

By docking the GPS and video monitoring data of taxis, the platform can get such information as driving track of taxis and conditions in/out of taxis, which provides an effective solution channel for guaranteeing service quality, resolving disputes between drivers and passengers, and finding lost articles for passengers. Through docking with the taxi meter, the platform can make comprehensive statistics of taxi operation data, including operation data by period, daily operation data statistics, monthly data statistics, etc., so as to fully understand the operation situation of the taxi market. At the same time, with its hot spot analysis function，the platform can dispatch and schedule taxis and plays an effective role in evacuate people in crowded areas. The face recognition and dynamic post checking functions of the platform ensures that all drivers are legally employed, and prevents the occurrence of employment without license and taking shifts at will. While strengthening the supervision of the industry, the platform also safeguards the legal rights and interest and safety of life and property of passengers. 

At the end of December, 2020, the Intelligent Taxi Dispatching Management Platform was upgraded and put into use, covering 2,262 taxis and more than 4,000 employees in Weifang's main urban area, achieving the supervision of taxi vehicles and employees without dead corners.

It is estimated that the income from the 8-year release of car roof advertising franchise is about 18 million yuan-20 million yuan. By transferring the taxi roof advertising franchise, all the income from the transfer will be turned over to the municipal finance department in full, and then the project will apply for construction cost of the taxi on-board information management system to the finance department to ensure the total investment of the project is about 20 million yuan.

At the end of December, 2020, the Intelligent Taxi Dispatching Management Platform was upgraded and put into use, covering 2,262 taxis and more than 4,000 employees in the main urban area of Weifang. Since 2021, the platform has found more than 80 lost items on taxis for the public, worth of more than 600,000 yuan; in addition, the platform provides the public security organs with more than 50 clues to crack down crimes, with case amount of more than 6 million yuan.

Transfer the franchise of taxi roof advertising, and turn over the transfer income to the municipal finance department, and then make fiscal appropriation through budget application to support the system construction.
