In October 2020, with the support of Beijing China Transinfo Technology Co., Ltd. (China Transinfo), Chengdu Transportation Operation Coordination Center (TOCC) phase I completed the construction of data center and supporting platform, and completed the development of all functions including bus, taxi, online ride-hailing, rail transit, long-distance passenger transport, bike-sharing and monitoring of key transport vehicles.

All traffic data like the traffic flow of the whole road network, ticket sales and card swiping data, vehicle trajectory can be seen clearly in the TOCC Phase I. Moreover, digital governance means, such as road facilities pressure monitoring, traffic congestion mechanism analysis, and bus monitoring and dispatching, can also be realized in TOCC Phase I.

TOCC phase I focuses on "one center and two platforms” as its main construction content, including one data center, one supporting platform and one application platform, so as to realize the visualization of traffic operation in the whole city.

Chengdu TOCC phase I has input 169.046 billion pieces of structured data, 99,000 video surveillance images, newly adds 204 million pieces of GPS data per day, and has 12.8 million pieces of order data, covering 14 categories of transport means including aviation, railways, urban roads, expressways, ordinary roads, bridges and tunnels, overpasses, rail transit, ground bus, taxis, online car hailing, bike-sharing, road passenger transport, etc. A total of 9 categories of industry data, 68 data schedules and 134 items of data resources(over 170 billion pieces of data of all kinds) were opened to and shared with Sichuan Department of Transportation, Chengdu Public Security, traffic control and emergency departments, rail transit and other enterprises and institutions.

At present, Chengdu TOCC phase I Application Platform has realized 69 traffic operation monitoring functions in 19 categories, 6 early warning and forecasting functions, two emergency coordination pilots and 35 auxiliary decision index analysis in 5 categories. In addition, it also newly developed several Applications such as Driver's Secretary App, Smart Station App and Airport Roadside Traffic Information Service App.

Moreover, the demand research of Chengdu TOCC Phase II has been started. The phase II work will focus on data perception, intelligent decision-making, business management, information service and other aspects to fully explore the value of traffic big data and promote the combination of digitalization and entities.

Different from the traditional TOCC construction projects, Chengdu TOCC is the TOCC version 2.0 built by China Transinfo Technology by following the global traffic management thinking. China Transinfo Technology fully connects people, vehicles, roads, households, lines and stations together, and takes TOCC as a new urban transportation infrastructure to realize the interconnection, organic integration and effective dispatch of transportation information and promote the digital transformation and upgrading of the transportation industry.
