CASE DESCRIPTION

Beijing's first "Bicycle Expressway", the Huilongguan-Shangdi Bicycle Lane was put into operation on May 31st, 2019. The straight-line distance from Huilongguan in Changping to Shangdi Software Park in Haidian is 3.8 kilometers, and the commuting distance is about 6 kilometers, with a commuter population of about 11,600. Due to the block of Beijing-Tibet Expressway and Beijing-Xinjiang Expressway, the main mobility mode between the two places is Metro Line 13. But, the queue time is longer in the morning and evening peaks, with an average travel time of about 40 minutes. The dedicated bicycle lane starts from Huilongguan in Changping in the east and ends at Houchangcun Road in Haidian in the west, with a total length of 6.5 kilometers. After operation, it will meet the commuting needs of citizens and alleviate the congestion of other transport modes. According to the design speed, it only takes about 26 minutes to ride from Huilongguan in Changping to Shangdi Software Park in Haidian District without over speeding.

A bicycle boosting system was equipped at the entrance ramp for the first time. A bicycle conveyor belt was equipped on the upward side of the system, which can reduce users’ difficulty in pushing bicycles; a resistance device was equipped on the downward side to improve riding safety. At present, seven sets of boosting systems were installed at the entrances and exits of six viaduct sections. By referring to the running time of Metro Line 13, the bicycle boosting system is set at 5:00-00:30 to facilitate subway passengers to use the bicycle lane. When using the boosting system, citizens only need to put bicycle tires into the grooves of the boosting system, and the system starts automatically, so that the rider can move forward only by grasping the handles.

In order to strengthen the management of the bicycle lane, maintain the road traffic order and ensure the safety and smoothness of traffic, the Beijing Municipal Public Security Traffic Management Bureau and Beijing Municipal Commission of Transport jointly issued the Notice on Traffic Management of the Dedicated Bicycle Lane from Huilongguan to Shangdi.

KEY DATA

The fully enclosed non-assisted bicycle lane is 6-meter wide, with a design speed of 20km/h and a speed limit of 15km/h. Pedestrians and electric vehicles are prohibited to use the lane. After the lane was opened, it takes about 26 minutes to ride from Huilongguan in Changping to Shangdi Software Park in Haidian District, benefiting 11,600 commuters.
