ABSTRACT

The Netherlands is located in the estuary area, facing great threat of floods and storms. "The multiple protection strategies for flood disaster in the Netherlands have experienced three stages: flood control, spatial planning for flash flood, effective flood warning and emergency response plan."

The report introduces the thinking and engineering practice of flood response in the Netherlands from three aspects: the urgency of natural environment and flood response, the change in thinking about water treatment, and the case of model and intelligent approach to urban planning.

In terms of infrastructure, the Netherlands has responded to rising water levels by constructing high coastal defense standard levees, gates, floating houses, and widening river channels. Four abilities to reduce vulnerability are summarized: the ability to prevent and control disasters, the ability to deal with floods, the ability to recover after disasters, and the ability to adapt to the development of new areas.

In terms of software, high-precision models are adopted to analyze possible floods and provide reference for emergency dispatch, rescue and coastal defense, and it is proposed to include the construction of reserved facilities for disaster response in urban planning, thereby playing a role of dredging and mitigation at critical times.
