CASE DESCRIPTION

In 2015, the network of public bicycle stations in the main city of Nanjing was completed. The city has more than 1,200 stations and nearly 40,000 bicycles. These bicycles could be borrowed with designed “one card” which is available in the whole Nanjing city. After more than two years of development, the main urban area of Nanjing has achieved a full coverage of public bicycle services.

In April 2015, Nanjing Public Bicycle Co., Ltd. was established to build a unified rental platform for public bicycle in the city and to provide citizens with the function of borrowing public bicycles with the “one card”. Citizens, whether from the northern or southern part of Nanjing, only need to apply for a bicycle-borrowing card, before enjoy the convenience of borrowing the city's public bicycles with it.

“Code-scanning” car rental is a new rental method launched in April 2017. It can be easily used through the mobile phone app, changing the traditional approach of using card for borrowing.

In October 2017, the first “turnstile” station in the main city was put into trial operation. The station launched the “electronic fence – borrowing and returning bicycle without locking” system, public bicycles can also be taken away like shared bicycles by scanning QR code, no locking is needed, which helps to avoid the potential mess of placing bicycles randomly.

By November 2017, Nanjing has built 2,333 public bicycle service stations and placed 93,000 public bicycles. By the end of 2017, Nanjing will have 2,644 stations and 96,000 bicycles, becoming the city with most public bicycles. There are 1,480 stations in the downtown area with about 62,000 bikes. The average number of people riding on a daily basis is between 150,000 and 160,000.

CURRENT SITUATION/PROGRESS

Additional bicycle stations will be set up in key areas, subway entrances, exits and security sites that concern citizens, rather than on a large scale.

Public bicycles will no longer be deployed on a large scale, and a total of about 50 points are scheduled to be set, mainly for the connection of subway stations in remote areas.

INNOVATION POINT

Nanjing learns from shared bicycles to operate its public bicycles, starting to promote “code-scanning” bicycle rental and apps; at the same time trying to operate locking and no-locking bicycles together, taking into consideration the cooperation between public bicycles and shared bicycle, and participating in shared bicycle management.
