Although Hong Kong had an existing well-developed road and rail network, the government took active measures since 1970s to improve the lay-out of traffic and promote transit-oriented development by building towns in the vicinity of railway stations. The “New Towns Project” is an example of transit-oriented urban development based on the railway system. The project utilized proximity to rail transport to produce well-balanced and well-equipped communities built conveniently near the MTR and Kowloon-Canton railway systems that are supported by infrastructure, community facilities and some essential living facilities. Almost all new towns are located around rail transit stations that are closely connected with downtown areas, which facilitates local residents’ use of public transit for commuting and other travel-related needs. Hong Kong’s local government invested heavily in building the MTR to facilitate travel and encourage population relocation to new town developments. |

In new towns, the distance between most office buildings and the metro station is about 200 meters. Thanks to the use of well-designed overpasses and underground passages, the distances seem even shorter. 3.3 million passengers travel daily on the 190 kilometers of railway lines in Hong Kong.
