On July 3, 2013, the State Council approved the Development Plan of Zhengzhou Airport Economic Zone (2013-2025), claiming to build an experimental zone “with vitality, competitive advantages and global influence” by 2025.
CASE DESCRIPTION

Airports have become focal points for urban development. Zhengzhou, capital city of Henan Province, is pursuing a policy of “airport promoting urbanization.” This strategy calls for using the airport as the catalyst of further development that involves high-end manufacturing industries, commerce, and residential areas to foster economic growth.

Since 2010, farm land around the Xinzheng airport has been gradually re-developed into an area with robust economic vitality. Many industrial, commercial and logistics entities are developed in the Zhengzhou Airport Economic Zone (ZAEZ). These included enterprises in finance, manufacturing (Foxconn for example), electronics, information, communications, and biopharmacy.

Located in the center of national freeways and railway infrastructures, Zhengzhou benefits from its unique location as a hub for both air and land transport. Seamless connections between air transport and land transport via major expressways, intercity trains, high-speed trains, and subways have made ZAEZ an ideal region economic activities.

ZAEZ covers an area of 415 square kilometers: 160 square kilometers for the airport, 155 square kilometers for the high-end manufacturing industry zone, and 100 square kilometers for urban services. From 2013 to 2015, 48 large industrial projects were completed, which attracted a total of 40 billion yuan as fixed real estate investments. Large-scale industrial output increased by 34 .3 billion yuan and the annual average GDP of this region increased 49.5 percent compared with 2010.

CURRENT PROGRESS
As of December 2017, 155 projects have been established in ZAEZ. From January to August 2015, 39 agreements were signed for a total investment of 60 billion yuan. In the next two years, fixed business investment and economic output are expected to continue growing.
INNOVATION POINT
ZAEZ is China’s first special zone developed using the airport as both the geographic and economic center. ZAEZ is being used as a model for 12 additional airport-centered cities .
