Two departments promote the efficient establishment of road freight enterprises through single portal for online and single window for offline government services
Recently, the Ministry of Transport and the State Administration for Market Regulation jointly issued the Implementation Plan for Promoting One-stop Government Services for the Establishment of Road Freight Enterprises (hereinafter referred to as the Implementation Plan). It aims to optimize the government service processes for establishing road freight enterprises and strengthen business coordination and data sharing. An online business handling module will be launched to achieve single portal for government services of the whole process. An offline workstation will be set up to provide government services at a single window and within a specified time. In this way, it is hoped to maximize benefits for enterprises and convenience for the people and help people feel more satisfied and happier.
According to the Implementation Plan, by the end of June, the online government services platforms in all provinces (autonomous regions, municipalities directly under the central government) will fully open the portal for handling the establishment of road freight enterprises. Local government service centers at or above county level will set up comprehensive service windows for one-stop service for the establishment of road freight enterprises. By the end of September, an online service section for the establishment of road freight enterprises will be launched on the Internet road transport government service system of the Ministry of Transport to provide support for cross-provincial processing and data sharing.
It is learned that enterprises applying for road freight operating licenses, after registering with the market regulatory authorities in accordance with the law, can submit their applications to the county-level government service centers or transport authorities through the online acceptance portals of the provincial government service platforms, the comprehensive service windows of local government service center, or the government service system of the Ministry of Transport, with all required documents submitted in one go. The transport authorities and relevant departments will simultaneously obtain the administrative data gathered by market regulation and other departments through data sharing. The application will be processed within five working days. The enterprise will be issued a Road Transport Operating License and a Road Transport Certificate for the trucks intended for transport.
