CASE DESCRIPTION

The Xuzhou Municipal Government initiated the urban public bicycle service project in 2012 and listed it as a priority for 2012 and 2013. In 2014, it was earmarked as one of the key projects to be completed and put into operation in each district.

The Xuzhou Public Bicycle Project was led and solely financed by the government. All construction, operation and maintenance was outsourced to private companies in five years, under the supervision of government.

Launched in August 2012, the first operational phase of the Xuzhou urban public bicycle service was started on September 29 and was completed on November 30, with a total supply of 7,500 bicycles, 297 bicycle sites, and 8,200 locking devices. The second phase of project operation, included in the key urban construction projects of the government in 2013, added 7,500 bicycles to the fleet, built 145 new bicycle sites, and install 9,200 locking devices. The project increased the site density and the number of expanded parking spaces, and improved or constructed additional bicycle sites in marginal areas, especially in communities with no access to bus stops or bus service.

In recent years, Xuzhou has completed the construction of supporting infrastructure for 644-kilometer sidewalks and bicycle paths, as well as 170-kilometer blind sidewalks. It has also delimited 142-kilometer non-motor vehicle parking lines and set up 650 identifications . Pedestrian barriers were installed on 17 roads to effectively address problems including mixed traffic, occupation of and damage to sidewalks by vehicles, and traffic congestion.

KEY DATA
Since the start of the public bicycle service operation in September 2012, a total of 712 bicycle sites, 26,740 locking devices, and 22,145 bicycles have been made available. The project has covered the whole Old Town, New Town, Xuzhou Economic and Technological Development Zone, Jiawang District, and other areas in Xuzhou. In 2013, the total number of bicycle users in Xuzhou was 33.11 million. The modal share rate of bicycles was 2.5% (as compared to 300 million people taking the bus, accounting for 25.5% of the modal share rate). By 2015, the number of bicycle users was over 44.58 million, and bicycle modal share rate reached 3.5%. With the increase in the number of people registering for user cards, the total number of people hiring bicycles was expected to exceed 45 million in 2016.

CURRENT PROGRESS
Around 667,000 cards used to pay for bicycle hire have been registered in Xuzhou. The total number of bicycle users has reached 155 million, and the maximum number of bicycles hired per day is 150,000. At peak hours, the number of bicycles hired per hour reaches 12, 000. Each bicycle is used around 8 times daily.
