CASE DESCRIPTION

Guiyang Municipality is the capital of Guizhou Province, an extremely poor province that was ranked the lowest in terms of gross domestic product (GDP) per capita in China at the time of project appraisal in 2007. The municipality’s regional context was characterized by a poor hinterland, distant from major markets and dependent on small local markets. The objective of the Guiyang Transport Project was to increase the access and mobility of Guiyang Municipality's transport users through priority infrastructure investments while establishing more sustainable mechanisms for rural road maintenance, as well as enhancing capacity for keeping municipal debt under control.

This road provides a direct connection between the urban core and the Longdongbao area and serves commercial, commuting, and school traffic to and from the urban core. The second component was the construction or rehabilitation of 44 rural road segments totaling 903 kilometers, and the construction of 44 rural bus terminals and one rural freight depot. During project implementation, the scope of the rural roads component was reduced from 46 rural roads to 11 and from 44 bus terminals to 16 due to increased area and rising compensation rates for the acquired lands, design variations, and price escalation of the construction materials. The third component was capacity building and included overseas and domestic study tours, trainings, and three technical assistance programs: (i) a traffic survey, (ii) a rural roads maintenance management information system, and (iii) government debt management.

This project provided a high-speed corridor and shorter route to Guiyang’s urban core for residents in the Longdongbao area and improved road connectivity for the local people to access various socio-economic activities in the urban area.

KEY DATA
Approximately 7 kilometers of urban road were constructed from Youzhajie in Guiyang’s urban core to Xiaozhai in Longdongbao with a design speed of 60 kilometers per hour. A final inspection conducted in March 2010 concluded that the construction quality of Youxiao Road was satisfactory. Eleven segments of rural roads totaling 270 kilometers were constructed or rehabilitated, including 180 kilometers of main roads as Class III or Class IV and 90 kilometers of access roads (less than Class IV). In addition, 15 rural bus terminals and one freight depot were constructed. These were consistent with the revised scope of work for the rural road component. These rural roads have connected 67 administrative villages and the bus terminals serve 118 administrative villages in the rural areas of Guiyang, which directly benefit more than 200,000 rural people, including more than 50,000 members of ethnic minorities. The estimated economic internal rate of return (EIRR) was 15.9 percent for Youxiao Road and 18.3 percent for the project rural roads activity, respectively. The overall EIRR was 16.9 percent.
