CASE DESCRIPTION

The shipping construction of Meijiang River was completed and reviewed in August 2017. The government of Meitan County, Zunyi, Guizhou Province has adopted the PPP model of construction-operation-transfer, thereby promoting the harmonious development of shipping and tourism. Next, in the first-phase of the Wujiang River Waterway capacity expansion construction, provincial government of Guizhou will focus on developing and promoting the model combining “BOT+EPC+ Subsidy during Construction Period + Subsidy for Feasibility Gap during Operation Period” to remove financing constraints of construction and counter the shortfalls in Guizhou’s waterborne transport.

KEY DATA

The total investment of 60 million yuan will be repaid by the government by instalments through 28 years of subsidy. In 2018, Guizhou province will have a fixed asset investment of 1.3 billion yuan in waterborne transport. Five years from now, 10 billion yuan should be invested in waterborne transport and the province's navigation mileage will which more than 4,100 km.

INNOVATION POINT

The project adopts the PPP model of construction-operation-transfer. As a result, the traditional construction mode in which the government was responsible for huge investment is now replaced by mode in which the government will repay by instalment through 28 years of subsidy after the construction is completed and facility comes into service. This has alleviated the financial pressure in county-level government and improved the efficiency of project operation.
