CASE DESCRIPTION

Laibin City Smart Lighting Renovation and Upgrading PPP project is a public infrastructure reconstruction project. The project is planned to overhaul and decorate the landmarks of highway entrances and exits, improve the lighting of landscape greenery along highways, install an energy-saving monitoring system for street lamps on urban roads and make energy-saving renovations for street lamps on main and secondary urban roads.

The estimated total investment of the project is 170 million yuan, and the construction will last for two years. The project intends to apply a mixed-use of TOT (Transfer-Operate-Transfer) plus ROT (Reconstruction-Operation-Transfer) models.

During the construction period, the project company is tasked with project investment and financing, working drawing design and construction. During the operation period, the project company is responsible for the operation, maintenance, and the use of collected fees and subsidy to cover construction and operating costs, repay debt principal and interest, and gain reasonable investment returns. After the operation period expires, the project company will transfer all facilities to the party designated by the Laibin Municipal Government.

The estimated total investment amounts to 17 million yuan. In the first part, the engineering expenses will be 148,868,700 yuan; in the second part, the construction and other expenses will be 9,539,100 yuan; the budget for the third part is 12,592,200 yuan. The whole construction will last for two years, during which 1-2 years needed for every single project.
