CASE DESCRIPTION

The China Communications Logistics LOGINK System (hereinafter referred to as LOGINK) is the key project managed by China’s State Council in accordance with the Mid- and Long-Term Development Plan for the Logistics Industry (2014-2020). LOGINK is a non-profit, open, data-sharing public service network built to promote logistics information interchange. Its development was led by the Ministry of Transport and the National Development and Reform Commission (NDRC), in collaboration with functional departments, research institutes, software developers, and logistics enterprises.

Launched in 2012, LOGINK has developed into a large platform where over 40,000 participating enterprises exchange more than 20 million data on average per day. With the goal towards improving the efficiency of logistics services, LOGINK aims to realize its core function of real-time interchange and sharing of logistics information.

As a public-oriented logistics information service network, it can be connected to the logistics information platforms and operating systems of enterprises, and can unify information-sharing standards to eliminate information “isolated islands”.

LOGINK is dedicated to the establishment of an Exchange Center and a Data Center, which provide three basic services:

(i) Standard service. A standard system for logistics information networking and sharing has been built to provide participating parties on the logistics chain with unified data exchange standards.

(ii) Exchange service. The logistics information exchange network serves as an expressway for parties on the logistics chain to share information more efficiently.

(iii) Data service. LOGINK aims to gather and share information among public logistics nodes, including governments, logistics parks, railways, airports, ports, etc. It acts as one-stop window aimed at building a national platform and network for logistics information interchange covering both China and the world. The goal is to achieve reliability, security, efficiency, and smoothness of information exchange among national logistics platforms and related logistics information systems. It also aims to unify logistics data standards among the logistics platforms of partner industries, and provide a transparent public information service, thereby promoting information sharing across the whole supply chain.

KEY DATA

The basic exchange network consists of 32 regional exchange nodes and 5 industry exchange logistics nodes that include highways, waterways, aviation, railways, and postal freight couriers. Currently, 400,000 enterprises have been connected with the platform, exchanging 20 million data on average daily.

PROJECT-RELATED ENTITIES

Project participants are the Ministry of Transport and six enterprises, namely Rhett Information Technology Co., Ltd., Kinsoft Software Co., Ltd., Shenzhen Puhua Software Development Co., Ltd., Shenzhen Intelink Software Development Co., Ltd., Hangzhou Golden Software System Co., Ltd., and Hangzhou Yingmi Information Technology Co., Ltd.

CURRENT STATUS / PROGRESS
The preliminary phase of LOGINK network development has been completed, and it is now gradually being promoted to upstream and downstream enterprises across the logistics industry chain.
