Workshop on “Internet Plus Transport” held in Beijing

ACTIVITY INTRODUCTION

An international workshop on the integration of China’s “Internet Plus” strategy and the country’s transport development was held in Beijing on July 11th, 2017.

This workshop was organized by the World Bank, in a partnership with China Transport News, Project Management Office of the Global Environment Facility (GEF) and OFO, a leading bike-sharing company in the country.

More than 100 representatives from transport administrative agencies, research institutions home and abroad, and the private sector attended the workshop.

With a theme on “connection, sharing, and new supply-side,” the workshop aims to foster a better understanding of transport development empowered by the Internet, discuss solutions for existing problems and further speed up the integration of old and new business formats. Topics included coordinated management of sharing bicycles, the innovation of new business formats and finance issues.

Officials from the Department of Transport Service and Department of Comprehensive Planning in Ministry of Transport (MOT) attended the workshop, saying that MOT has attached great importance to the development of “Internet Plus Transport.” The ministry is committed to “supporting innovations and regulating them with tolerance and prudence” as raised by Premier Li Keqiang, accelerating the integration of new and old business formats in various transport modes, boosting the sharing economy, and increasing the supply of quality transport services.

Ge Yu, director of Department of Science and Technology in Beijing Municipal Transport Commission, shared the city’s practices and experiences in the smart bus, smart rail, smart parking, smart expressway and smart connected cars. He said the commission had been devoted to the sharing and integration of industrial data and social data, to provide door-to-door service for travellers.

This effort was also joined by Internet platform companies. Zhang Bei, vice president of Didi Chuxing, said that Didi, a major Chinese ride-sharing technology conglomerate, sets to provide one-stop travel solutions based on data integration across different traffic modes and sectors. Didi has begun smart transport businesses in Jinan, capital of Shandong province and other cities in the country.

Sun Shengyang, the sustainable transportation project manager of GIZ, noted the urban population of China is estimated to reach one billion by 2030, which entails a well-established low carbon transport system. Sun said, “Urbanization and motorization are two major challenges of China's sustainable urban transport development.”

“Multimodal transportation guarantees a city’s prosperity and development, and bicycles are an indispensable part of that,” said Liu Daizong, director of China Sustainable City Project at World Resources Institute. Citing examples in Amsterdam and Singapore, Liu explained the role of bicycles in a city’s transport system, calling for enhanced investment in bicycle infrastructure and road safety in China.

Su Kui, director of Division of Passenger Traffic Management at Communications Commission of Guangzhou Municipality, introduced a case he called “demand-oriented bus services” which could work as a supplement to traditional bus services. The mobile application Su mentioned applied internet technologies to identify places of origin and destination, calculate bus routes, make a real-time adjustment and pervade personalized services.

The rapid development of sharing bicycles offered conveniences to riders and reshaped their travel behaviors, but also resulted in problems including mis-parking, theft, vandalism and delayed deposit-refund. This generated a heated discussion among participants for this workshop.

OFO, a leading bicycle-sharing company in China, has started businesses in more than 150 cities around five countries, offering more than two billion passenger-time services to over 100 million users. Yu Xin, co-founder of OFO, said his company would like to address these problems by operation capacity improvement, service quality upgrade, insurance provision and more educational programs. OFO is also seeking for coordinated governance and management with other organizations.

Wu Hongyang, deputy director of the Urban Transport Research Center of the Science and Technology Research Institute of the Ministry of Transport, recommended the build-up of “electronic fence” for sharing bicycles as a short-term solution. He also called for improvement in bicycle infrastructure to allow more ride and parking spaces.
