The 8th COTA-World Bank Transport Forum held in Shanghai

ACTIVITY INTRODUCTION

The 8th COTA- World Bank China Transport Forum was held at Tongji University, Shanghai on July 9, 2017. It was co-hosted by the World Bank, Chinese Overseas Transportation Association (COTA) and China Transport News. Themed as “Subversive Innovation and the Future of Transport,” this forum invited experts and scholars from domestic and foreign research institutions, think tanks, and enterprises to explore the impact of new technologies on transportation.

Yang Jun, director of Beijing Metro Network Control Center, noted that data acquisition, analysis and sharing have been implemented within each transportation mode, thanks to the development of information collection, data mining and Internet technologies. To improve its services, Beijing Metro has integrated data on passenger, ticketing, train, equipment, mobile and internet information, and laid down data standards inclusive of 231 indicators. Yang also pointed out that the emergence of large-scale urban clusters entails more comprehensive information fusion and data sharing. It is vital to build a transport data base that accommodates different travel needs.

Critics of information integration believe that data sharing may pose security risks. Howard Zhang, a veteran official with over 30 years of experience who now serves for the Department of Transportation of Washington, DC, disagrees. He believed that information sharing would not increase the risk of terrorist attacks. Instead, it can efficiently identify security loopholes and enhance safety management. He said, “We should not stop sharing information just out of security concerns.”

Al Roshdieh, director of the Montgomery County Transportation Authority in Alabama, U.S., noted that the U.S. had started information disclosure since early time. The public can search through relevant websites to find out all public information, including salaries of government employees.

The emergence and growth of new technologies opened up new spaces for transportation services, which gave customers more travel options and facilitated a co-development of multiple transport modes. Randeep Sudan, senior adviser on information technology at the World Bank, explained how the blockchain technology could be applied in transportation, by giving the example of Wal-Mart, the retail giant which applied blockchain technology to manage cargo storage and logistics. Sudan concludes that blockchain is the technology with high potentials in car-sharing, electronic wallets, and traffic policy planning.

Li Cheng, associate researcher at the China Academy of Transportation Sciences, introduced new energy bus in China has entered an all-around promotion phase. He said, “In 2016, 1,699 new energy bus companies were in operation, accounting for 49% of bus companies. More than 160,000 new energy buses are put into use.” According to Li, new energy buses can save about 410,000 tons of diesel and reduce carbon dioxide emissions by more than 1.3 million tons a year, which substantially improves the urban environment. Compared with traditional vehicles, new energy buses are better positioned for sharing information on vehicle status and operation information thanks to smart terminal devices installed onboard.
