CASE DESCRIPTION

In 2008, Chengdu Public Transport Group began to develop a public transport dispatch system for buses that includes multiple systems such as a public transport monitoring and command system, an operation dispatch management system, comprehensive information system, and station video surveillance monitoring system. Users include the Chengdu Public Transport Group, public transport branch and sub-branch companies, and bus depots.

The public transport monitoring and command system uses GIS data to provide real-time vehicle tracking, position, and speed information and identifies any traffic condition abnormalities. The operation dispatch management system is capable of accurately calculating bus mileage and speed and assessing driver performance as well as other traditional functions such as operation planning and dispatch management. The comprehensive information system and station video surveillance monitoring system are used for operation management, statistical analysis, and real-time surveillance.

Chengdu’s public transport intelligent dispatch system has improved the bus driver performance assessment system. Route operation and dispatch management system data can also be used to efficiently allocate government subsidies.

The bus operation dispatch management system has three tiers (general dispatch center, branch dispatch center, and sub-branch dispatch center). This three-tiered model produces favorable matching between allocation of transport capacity and distribution of passenger flow.

Chengdu Public Transport Group has four subordinate branch companies that operate 167 routes and 23 large depots with a daily ridership of 3.7 million person-times.

The Chengdu public transport dispatch system cost RMB 60 million (including video surveillance terminal, vehicle terminal equipment and dispatch system) and the annual maintenance cost is approximately RMB 5 million.

Since launching the public transport dispatch system, the number of dispatchers decreased from more than 700 to around 300 and will likely decrease to 200 in the future. The person-vehicle ratio of public transport companies declined from 4.5 to 2.7. On some routes during non-peak hours, 30% fewer buses are being used.

CURRENT STATUS / PROGRESS

A public transport intelligent dispatch system is now being used by the Chengdu Public Transport Group and its four subordinate companies. With the gradual integration of six provincial public transport companies, this system will be applied on a larger-scale in Chengdu.

INNOVATION HIGHLIGHTS

A multilayer public transport operation dispatch system developed by the Chengdu Public Transport Group improves management efficiency of the public transport system, provides accurate operation costs, and optimizes public transport subsidy use.
