CASE DESCRIPTION

Seoul maintained a very low car ownership until 1985, however, during 1985 to 1997, with the adjustment of national macroeconomic policies, the car ownership had increased rapidly.

In order to meet the newly increased parking demands, Seoul had constructed a large number of parking spaces in new residential areas. As for the old communities, a green parking policy has been implemented since 2000. This policy prescribes that residential parking spaces shall be created by demolishing fences and walls around the buildings. The government has also invested in the construction of some public parking lots. However, it is restricted by high land price and high density of buildings. Road parking permit system is adopted in areas with both newly constructed communities and old communities. Each permit allows the occupation of road space with certain length. Moreover, CCTV system is more frequently used for law enforcement of illegal parking.
